Class O covers activities performed by central, regional and local government bodies that formulate and implement public policies, provide defence and security services, and manage social security programs. It includes ministries, armed forces, police and fire services, as well as institutions that collect contributions and dispense pensions, unemployment benefits and other welfare payments.
